In Budget FY2022, the Government has announced that the S&CC rebate will be made permanent under the GST Voucher scheme. The rebates will remain unchanged till further announcements.

S&CC is due on the first day of every month and payable, without demand from the Town Council, by the lessees and tenants of the Housing and Development Board (HDB) flats, shops / offices and market / food stalls within Bishan-Toa Payoh GRC and Marymount SMC.

There is one-month grace period given for the payment of S&CC. This means that if the payment is made within the calendar month, late payment penalty fee will not be imposed.

The monthly S&CC goes towards the maintenance and upkeep of common properties.

To be eligible for the S&CC rebate, household has to fulfil all the criteria below:

  • there must be at least one Singapore citizen flat owner or occupier in the flat;
  • the flat owner(s) and essential occupier(s) of the flat do not own or have any interest in a private property; and
  • the flat owner(s) have not rented out the whole flat.

Normal rate will apply to a flat:

  • where none of the flat owners or tenants and none of the authorised occupiers of the flat are Singapore citizen; or
  • where any flat owner or essential occupier / tenant or authorised occupier of the flat owns private property; or
  • that is owned by or let to any corporate body; or
  • that is vacant
