Purpose To provide support for the management and motivation for staff of the Town Council. |

Role To provide guidance on the employment package for the staff of the Town Council. |

Functions To approve the employment remuneration package(annual merit increments, performance bonus and market adjustment,etc). To ensure that the welfare and benefit scheme is fair. To periodically review Human Resource and industrial relations policies To approve training plan and budget. |

Purpose To provide financial management oversight and ensure sufficient funds are kept for the operations of the Town Council. |

Role To regulate and administer the Town Council Financial Rules on the proper allocation and use of funds. |

Functions 1. To prepare the annual estimates and annual report. 2. To review the financial performance and recommend necessary action. 3. To recommend and administer the investment and safe-guarding of surplus funds. 4. To monitor the management of arrears and report to the Town Council. |

Purpose To enable the Town Councilto have at its disposal at all times, the relevant contractors of acceptable standards to discharge the estate management functions. |

Role To ensure that contracts are called, evaluated and awarded in accordance with the Financial Rules |

Functions To review tender documents including specifications. To monitor and control calling of contracts through open tender. To evaluate and recommend award of tenders. To control and evaluate contractors performance. |

Purpose To develop and improve the character and environment of the Town. To ensure that the Town is kept in a good state of repair at all times. |

Role To review, analyse and recommend cost-effective measures to enhance and maintain the physical environment of the Town. |
|
Functions To recommend improvements to the landscaping and environmental aesthetics of the Town. To recommend and review the progress of projects for the development of the Town. To recommend and review the provision of recreational facilities within the Town. To evaluate requests from residents, grassroots organisations and other community bodies for additional facilities and recommend their adoption or otherwise to the executive committee. To recommend and monitor policies and procedures for the control and use of void decks, open spaces and other common property, including levies and deposits for usage. |

Purpose To establish rapport between the Town Council and residents and amongst residents for a harmonious and pleasant living environment. |

Role To coordinate all Town Council's Community Relations programs. |
|
Functions To publicise Town Council activities. To recommend public relations projects and activities to undertake. To undertake public education programme with grassroots, civil and academic institutions. To obtain and analyse feedback on Town Council related issues. To recommend ways and means of improving Town Council service to the residents and businesses. |
